In my professional opinion, the following item is:
#2540b Priority Mail Plate Block.  With the Black (engraved) color omitted.  A very scarce error, especially in a plate block.  This is a rare opportunity for you to add this to your collection.  Datz estimates only 20 singles in existence.  I welcome your offer on this item, however please make it your best offer as I will not need to discount this item from catalog very far to sell it.
Authenticity: Notice the lack of black engraved color in the eye, and the white feathers of the eagle.  Also, the single plate # digit is missing from the upper right-hand corner--this is where the black engraved digit should be.  I have included a normal #2540 for comparison.  I absolutely guarantee the authenticity of this item, and will give you 90 days (upon request) to obtain a certificate on it.
I grade this item: Very Fine 2, which means
Well-Centered; Never Hinged original gum with light fingerprints on the gum.
2021 Scott Specialized Catalog has the singles at 0 each, so SCV for a plate block is 00+
